The Associate Administrator of Vehicle Standards (the Associate Administrator) approves the affixing, by the Licensee named and described in Schedule 1 (the Licensee) to a vehicle of the kind described in Schedule 2 which conforms to the design as specified in the evidence items listed in Schedule 4 (the specified vehicle) which the Licensee has certified complies with the Australian Design Rules specified in Schedule 4, of an Identification Plate of the colour specified in Schedule 3, that conforms with the Administrator’s circular 0-3-2, and which contains the information shown in Schedule 2 (with the typical VIN replaced with the relevant VIN).

In this approval, a reference to an Australian Design Rule is a reference to a rule cited in the National Standard determinations, made under section 7 of the Motor Vehicle Standards Act, together with that rule’s distinguishing number.

The licensee must pay a fee to the Commonwealth, in accordance with Regulation 60 and Items 1 and 2 of Schedule 2 of the Motor Vehicle Standards Regulations, for the placement of an identification plate on each new vehicle supplied to the market in Australia in accordance with the approval. The administrative arrangements for the payment of fees are set out in Administrator’s Circular 0-3-2. Where a condition exists in Schedule 5 of the approval for the licensee to obtain plates through the Authorised Plate Contractor, this fee is collected as part of that process.

This approval is subject to the following conditions.

  1. The Licensee shall not affix the Identification Plate to a vehicle that is not a specified vehicle.
  2. The Licensee must not place Identification Plates on vehicles which do not comply with all of the Australian Design Rules specified in Schedule 4.
  3. The Licensee shall not without the prior approval of the Administrator affix the Identification Plate to a vehicle that is in any way different from the vehicle described in the final form of the application for this Approval. The application includes reports and other documents relating to the application.
  4. The Licensee shall by detailed quality control and test ensure continuing compliance with such of the Australian Design Rules specified in Schedule 4.
  5. The Licensee shall maintain records of detailed quality control and test documentation.
  6. The Licensee shall supply upon request, to the satisfaction of the Administrator, any additional information for the purpose of demonstrating compliance with such of the Australian Design Rules specified in Schedule 4.
  7. The Licensee shall not affix the Identification Plate to a vehicle on or after the implementation date for a new Australian Design Rule applicable to the specified vehicle.
  8. The Licensee shall not affix the Identification Plate to a vehicle on or after the Expiry date specified in Schedule 3 (if any).
  9. The Identification Plate shall be affixed to the vehicle to which it relates in the position specified as Plate Location in Schedule 3.
  10. On cessation of marketing the specified vehicle in Australia, the Licensee shall notify the Administrator of the date of manufacture and VIN of the last specified vehicle supplied to the market in Australia.
  11. The Licensee shall also comply with the additional conditions specified in Schedule 5.

1. This approval is for second-stage-manufacturer Pedders Shock Absorber Service Pty Ltd for the Pedders Toyota HiLux GVM Plus, based on first-stage approval no. 47341 Toyota Hilux 8GEN.

This vehicle does not fully comply with Australian Design Rule 35/05 - Commercial Vehicle Brake Systems. The Brake Assist System has not been re-tested following the second stage of manufacture by Pedders Shock Absorber Service Pty Ltd, as required by required by clause 4.1.1.1 of ADR 35/05.

This non-compliance in considered minor and inconsequential by the Administrator.

2. The Licensee must obtain all second-stage Identification Plates from the Administrator, as per the contract approved by the Administrator for the supply of Identification Plates, currently with:

3. The 'chassis-cab' variants of the MAKE&MODEL vehicle type do not comply with the position requirements of ADR13/00 for the following lamps and reflectors:

- reversing lamps

- rear direction indicator lamps

- rear reflex reflectors

- rear registration plate lamps

- rear position (side) lamps

- stop lamps

4. The 'chassis-cab' variants of the MAKE&MODEL vehicle type do not comply with:

- clause 14.2 of ADR42/04 for wheel guards on the rearmost wheels.

- clause 9.1.1.1 of ADR61/02 for provision of a rear registration plate.

5. The manufacturer must provide instructions, guidelines and references to the relevant ADRs, that must be met, to whoever is responsible for completing chassis-cab vehicles certified in accordance with Circular 0-4-11 prior to their supply to the market.
