CERTIFICATION OF NEW LOW PRODUCTION PASSENGER CARS (MA CATEGORY)

 

1.0           INTRODUCTION

 

1.1           Certification of Low Production Passenger Cars (LPPC) has been developed to cater for new vehicles that are listed on the Register of Specialist and Enthusiast Vehicles, but are unable to demonstrate compliance with certain Australian Design Rules (ADRs).

 

1.2           Vehicles on the Register and which are manufactured by a Manufacturer whose total worldwide production does not exceed 500 units per annum, and there are no indications that production is likely to exceed that level, are eligible for LPPC certification.

1.3           Holders of an Approval for Low Production Passenger Cars will be authorised to fit up to 25 plates per annum.

 

1.4     Participation in the LPPC will be considered on a case by case basis and will be restricted to vehicle models having a high commercial value when compared to mainstream models in an equivalent market segment. Participation will also be restricted to vehicle models that the state and territory registration authorities have not refused to allow on public roads.    


2.0           LOW PRODUCTION PASSENGER CAR

 

The following guidelines determine whether a make/model of a vehicle may be assessed as a LPPC and whether it may be eligible for LPPC certification.

 

2.1     Make/Model

 

2.1.1    The make/ model must meet the guidelines for eligibility under Regulation 24 of the Motor Vehicle Standards Regulations 1989, also detailed in Circular 0-2-12.

 

2.1.2    Where the make/model is a Replica of another model, the
Administrator will deem the models to be the same model for eligibility purposes.

 


2.2     Worldwide Production

 

2.2.1   The current and expected total worldwide production volume of the Manufacturer, including kits and partial kits, must not exceed a projected annual production volume of 500 units.

 

3.0           DEMONSTRATION OF COMPLIANCE

 

3.1           Demonstration of Australian Design Rule compliance shall be in accordance with Attachment 1.

 

4.0     CONDITIONS

4.1          LPPC Approval is subject to the following conditions:

·         Provision of consumer information with each vehicle in accordance with Attachment 2.

·         Submission of a Circular 0-4-5 Inspection Certificate for each vehicle to the Administrator before seeking the issue of an Identification Plate.

·         Affixing the issued LPPC identification plate that includes consumer warnings as set out in Attachment 2.

·         Only Identification Plates authorised by the Administrator are to be fitted.

·         Any other conditions specified in the Approval.

4.2          At the time of application the applicant must provide evidence of the total production volume in the previous calendar year and projected annual production volume for the current and future calendar year.

4.3          Approval will only be issued to the Manufacturer or the Manufacturer’s sole Australian representative.

4.4          Approvals issued will be valid for a period of one year only. A new
application must be made before a renewal of an approval will be issued.

4.5          In making a renewal application, the approval holder shall provide details of the previous calendar year’s production volume and the projected annual production volume for the coming calendar year.

 

5.0     MODEL NAMES FOR COMPLIANCE PLATE APPROVAL

 

5.1           The Make and Model designation must be in accordance with the Motor Vehicle Standards Regulations.1989.


 

6.0     DEFINITIONS

 

6.1     Manufacturer: The Manufacturer must be a clearly identifiable
independent producer of new vehicles, new vehicle kits or partial new
vehicle kits and be recognised as such by industry journals and relevant reference sources. Where the Manufacturer is associated
either financially or through design, manufacturing or marketing
arrangements with another vehicle manufacturer(s) the annual manufacturing volumes of all associated companies will be amalgamated to determine total the worldwide production volume.

 

6.2           New Vehicle: New Vehicle is a vehicle as defined in the Motor Vehicle Standards Act 1989.

 

6.3           Replica: A vehicle that has a similar Make and/or Model name and/or the appearance of another Model in order to gain a marketing position based on that similarity. Typical examples are “AC Cobra”, “Lotus Seven” and “Jaguar XJ13”.


Attachment 1

 

ALTERNATE PROCEDURES AVAILABLE TO MANUFACTURERS OF NEW LOW PRODUCTION PASSENGER CARS FOR ISSUE OF IDENTIFICATION PLATE APPROVALS

 

Manufacturers who may be authorised to affix plates to not more than 25 passenger cars per annum

 

1.                Compliance to be demonstrated in accordance with normal procedures in the case of:

 

ADRs 24/…, 28/…., 30/…., 41/…. and 70/….

 

2.                Compliance to be demonstrated for ADR 4/…

 

(a)              in accordance with normal procedures

 

OR

 

(b)             by reference to test reports relevant to the individual components that comprise the seat belt assembly where:

 

(i)               static and dynamic test reports are within the limits of the installation geometry of the seat belt for which compliance is to be demonstrated;

(ii)              the retractor (if applicable) mounting angle is the same.

 

The manufacturer must also demonstrate that the seat belt assembly meets all the requirements of the ADR, such as General Requirements, Adjustments Requirements, Buckle Requirements, etc.

 

3.                Compliance may be demonstrated using alternative procedures for:

 

(a)              ADRs 1/…, 2/…, 3/…, 5/…, 6/…, 8/…, 10/…, 13/…, 14/…, 15/…, 16/…, 18/…, 21/…, 22/…, 23/…, 29/…, 31/…, 34/…, 46/…, 47/…, 48/…, 49/…, 50/…, 52/…, 53/…, 60/…, 61/…, 62/…, 76/…, 77/… and 78/… where in each case the Administrator will make an assessment based on such information as may be required, including an inspection of the motor vehicle.

 

(b)             ADRs 37/…, 79/…, and 81/… where every motor vehicle is to meet the requirements of the respective Rule except that:

 

-                  any distance accumulated by the vehicle prior to testing

need not be in accordance with the requirements of the

rule; and

-                  the emission levels will be those specified for the

certification vehicles.

(c)              ADRs 7/…, 11/…, 12/…, 20/…, 25/…, 42/…, 43/…, 44/…, 45/…,

51/…, 71/… and 75 where an assurance by the manufacturer 
           will be acceptable subject to inspection of the motor vehicle.

WARNINGS

 

1.     A permanent, legible label must be sewn onto the seatbelt webbing of the front outboard seating positions of the specified vehicle. The position of the label must be just below the upper anchorage when the belt is fully retracted, such that it is clearly visible to the occupant of the seat before the belt is put on. The label must display the warning “This vehicle has not been tested to Australian Design Rule No. 69/00 Full Frontal Impact Occupant Protection*, Australian Design Rule No. 72/00 Dynamic Side Impact Occupant Protection*, Australian Design Rule 73/00 Offset Front Impact Protection*. It may not provide the level of occupant protection required by these rules.”

The warning label must have dimensions of at least 100mm by 30mm and have lettering at least 4mm high. Text to be coloured red on white background.
